A missing RTP catalogue
A missing RTP catalogue means RTP Index has no parsed website-level catalogue for that casino as of 2026-08-07. It does not mean that the casino’s games have no RTP figure or that the player cannot view RTP inside a game.
RTP Index collects catalogue data from the public-facing website rather than from every game session. Anti-bot protection can block collection, a catalogue can load in a format that RTP Index does not yet parse, and a newly launched operator may not yet be represented in the collected data.
Seven operators had collection errors in the data set. A collection error describes a limitation in RTP Index’s observation process, not a finding about the operator’s conduct.
A missing catalogue cannot identify slot games with the highest RTP or the best RTP casino games online. RTP is a long-run statistical average, and the house edge remains even where an RTP figure is displayed.
SPA/MF authorisation and RTP data
An SPA/MF authorisation is a licensing fact, while an RTP catalogue is an RTP Index data-collection fact. The two facts answer different questions and neither one implies the other.
A licensed casino can be absent from the RTP Index catalogue data. The data set includes 186 licensed casinos and 137 casinos without a collected RTP catalogue at the cut-off date.
A collected RTP catalogue does not replace a licence check. RTP Index tracks what a website exposes for RTP collection, while SPA/MF is the regulatory authority identified as Secretaria de Prêmios e Apostas, Ministério da Fazenda.
A player should treat licence status and game information as separate checks. The licence check concerns the operator’s authorisation, while the game check concerns the RTP shown before a particular session.
What the rule actually requires
Portaria SPA/MF nº 1.207/2024 requires RTP to be shown to the player inside the game before the session begins. The rule does not require a casino to publish an RTP catalogue on its public website.
The RTP figure required by the rule belongs in the game experience before play starts. A website catalogue is a separate publishing format that can make comparison easier, but it is not the same requirement.
RTP Index observes the website from outside the game session. A casino can therefore lack a collected public catalogue while a player can still find the RTP in the game’s rules before starting a session.
The rule does not make a missing website catalogue evidence of a breach. Only the in-game RTP display before the session addresses the requirement described by Portaria SPA/MF nº 1.207/2024.
SPA/MF authorisation registry
The SPA/MF authorisation registry is one XLSX spreadsheet covering all operators rather than a separate page for each casino. The registry address is https://www.gov.br/fazenda/pt-br/composicao/orgaos/secretaria-de-premios-e-apostas/lista-de-empresas/planilha-de-autorizacoes.xlsx.
The registry format means a reader should search the spreadsheet for an operator rather than expect a dedicated brand-level registry page. The absence of a standalone page does not determine whether an operator appears in the spreadsheet.
SPA/MF is the relevant regulatory entity for the authorisation check in this data set. The registry check should confirm the operator’s current SPA/MF authorisation independently of whether RTP Index holds catalogue data.
RTP Index does not use a missing catalogue as a substitute for the registry. The spreadsheet and the RTP catalogue answer separate questions about authorisation and public RTP collection.
A disclosed RTP catalogue example
Gates of Olympus is an example of a game disclosed through catalogues in the RTP Index data. The game appears under the slug pragmaticplay-gates-of-olympus and is recorded across 40 casinos.
A disclosed catalogue links a game entity to casino listings in a format RTP Index can collect. This format enables a reader to locate a game record instead of relying only on a casino-level claim about RTP.
The Gates of Olympus example shows the difference between observable catalogue data and silence in catalogue data. The example does not make every other casino or game directly comparable without a collected record.
A catalogue can support comparison only where it exposes the relevant game information. A player looking for the highest slot RTP needs the RTP shown for the specific game and configuration, not an assumption based on a casino’s catalogue status.
What to do when no catalogue appears
Check the operator’s SPA/MF authorisation through the registry spreadsheet before treating licensing as established. This check is independent from RTP Index’s catalogue coverage.
Check RTP inside the game itself before the session begins. The game rules are the location specified by Portaria SPA/MF nº 1.207/2024 for showing the figure to the player.
Use more than one source when comparing online casino games. The registry can address authorisation, the game rules can address the displayed RTP, and RTP Index can show whether a public catalogue was collected by the cut-off date.
Do not infer a best RTP game from a missing catalogue. A missing record does not provide the game-level RTP needed to compare slots, and RTP remains a statistical long-run measure rather than a result for one session.

Frequently asked questions
Does a casino without an RTP catalogue lack a licence?
No. A missing RTP catalogue is a data-collection state at RTP Index, while an SPA/MF authorisation is a separate licensing fact. Check the SPA/MF registry spreadsheet for the operator’s authorisation.
Does a missing RTP catalogue mean the casino breaks Portaria SPA/MF nº 1.207/2024?
No. The rule requires the RTP figure to be shown inside the game before the session begins. It does not require a public RTP catalogue on the casino website.
Why can RTP Index miss a casino catalogue?
Anti-bot protection can prevent collection, a catalogue can use an unparsed loading format, and a new operator may not yet be captured. The data set also records collection errors for 7 operators.
Can I find the highest RTP slots from a casino without a catalogue?
Not from the missing catalogue status alone. Check the RTP shown in each game’s rules before the session, then compare the figures for the specific games available to you.
